Tin trunk importation (Abidjan)

Hello, I'm new in Ivory coast and I imported a tin trunk full of house and personnal stuff.
I have trouble to get it back from the airport freight. The ask me at least Protected content .
Is it normal ? Cause right now, the expenses added to the flight coasts me more than twhat's inside.
