Monthly rental - why so difficult? (Abu Dhabi)

I will move to AD soon and I wonder what is so mysterious about monthly rental of apartments there? I noticed somebody said it is not legal? Does it mean that if real estate agent offers monthly cheques I should be carefull? Can anybody explain please? Thanks a lot
