Driving - insurance, registration and licensing? (Accra)

I'm thinking that my best bet for some of the work I'll be doing will be to pick up a used auto for moving about the country. Not sure what exactly yet, but I'm hoping someone can shed some light on the papers required. I've found info on importing from other countries, but buying local seems easier. Can a non-resident easily register and insure and auto with and international DL providing I have a static address? Sure would make life easier to pick up a 15, Protected content LandCruiser to move about more freely. I'm pretty competent mechanically, so doing some work myself doesn't bother me much. Fuel costs seem to be all over the place in Africa. What is it per Litre of diesel and petrol? Does it fluctuate much?
