Employment (Accra)

This may sound like a common sense question for some of you who are expats. But, what is a company looking for in a response when they ask you what are your expectations? Are they asking for salary requirements, expectations for living accommodations, expectation for living in the country, ect? I really don't understand the question. Can anyone give me some advice? Thank you.
