Car hire and purchase (Addis Ababa)

I'm arriving in Addis next week and looking to hire a car. Do I need a driver? Can I drive myself (UK licence)? Can anyone recommend an agent or contact please.
For the longer term, should I buy locally or import. I can import duty free.
