Money and banking (Algiers)

I would like to know how you cope with money in Algeria.
I understand that with a foreign bank card and Credit Card is it difficult to pay or draw money at an ATM.
How do foreigners who move to Algiers cope with working with money?
Do you need to open a local bank account?
Do you need to carry cash around to pay at shops?
