Taking personal belongs to Alger (Algiers)

Hi, we are moving to Alger and right now are checking out the procedures to take all our belongs. The company we have contacted informed it is needed a certificate, issued from the City Council/Consulate of the Origin Country, stamped and signed by the Algerian Embassy of the Origin Country that states we are moving to Alger. Has anybody taken a container to Alger? I don´t think the City Council will issue us this letter. There is no way they can testify about our destination.
