Woman and Small business in Algeria (Algiers)

Hello Everyone,
My brother in law is Algerian but was born and has been living all his life in Lebanon. I am a Lebanese and living in the UAE.
My brother in law is intending to move to Algeria and has the intention of starting a small business. I am also thinking of starting a small woman related services business and I am starting to collect some information.

1- Can anyone give me some info whether a woman can start a small business in Algeria?
2- Is a local partner a must?
3- Any forums or website that I can look at to get more info about woman having businesses in Algeria?
