How to establish a small business in KZ? (Almaty)

I'm a freelance photographer looking to officially establish my business here so that I can offer my services to organizations in Almaty. Can you tell me what's involved in getting permission from the KZ government to work, as well as how to register to pay taxes, and whatever else is needed to legally operate a business out of my home? Sadly, I do not speak or read Russian. Yet.
