Dutch bank account for US person (Amsterdam)

Hello, is it possible for a US person to have a dutch bank account with money invested in funds/bonds/etc? I contacted ABN-AMRO and they told me that "US people are not allowed to invest outside the US". (I am unable to verify this info with any official US source). Has anyone had similar experience? Is this a bank policy? Any insight would be greatly appreciated. Thanks. -Christos
