When to renew a residence permit? (Ankara)

Merhaba,

I'm currently staying in Turkey with a one-year residence permit that expires on 30.11.2013. I'd like to get a three-month extension (tourist visa) and I'm wondering if I can only do that after the expiry date of my permit or can apply before also?

Has anybody applied for that kind of permit recently? What are the required documents? I went to the police near Ankamall and they said it's only the RP declaration form and copies of my passport; no mention of bank account statement or declaration of my address. I'd like to make sure since everywhere I'm getting different versions of what is needed.
