Opening office in Ashgabat

Hi everyone! My company is planning to open an office in Ashgabat. I really don't know how to contact government offices that supposed to help with this. All my emails to government bounce back. Is there any organisation that helps foreign investors in oil & gas sector? I've talking to Ministry of Oil and Gas and Chamber of Entrepreneurs over the phone, they seem interested but it's hard to get anyone to help with visa. The rest of organizations - Chamber of Commerce, Turkmengaz - emails don't go through. It's like a dead end. Any reason for that?
