Tourist visa for Russians traveling to Greece (Athens)

I am so puzzled by the incompetency and not only of the Greek Governments that they do not take the decision to grant Russians visiting Greece a temporary visa.

Charge them a small amount coming into Greece, grant them a 30 day visa and let them enjoy the land and spend their money. Russians have made Greece one of the most favorite destinations and this has nothing to do with Schengen. No Schengen visa not chance for anyone to board a flight out of Greece to another Schengen member state.

So many simple questions and so many unanswered questions. In the middle of this economic plight Greece experiences such steps can make a big difference for the better.
