Internet & Data Plan (Atyrau)

How fast and reliable of the internet connection in Atyrau? I'm from Houston, TX, USA and plan to bring with me a device that uses VoIP so that I can call home in the US via internet. I'm using Magicjack or Ooma.

Can a foreigner buy a prepaid simcard and use data plan on it? What is the rate for data plan? I also use skype phone number. I can forward calls from my US mobile phone to the skype number and utilize mobile internet to pick up phone call from the USA as if I'm still in the USA.
