"Best" Bank? (Baku)

Anyone with suggestions on the "Best" Bank for expats?

I would specifically be wanting to send money out every couple of months to my accounts back in the states, do some currency exchange before/after travel and be able to receive incoming transfers if necessary. Would also expect reasonable ATM locations and acceptance of whatever debit card they issue.
