How is it for an unaccompanied woman in Baku?

Hello,
My wife is being offered a two-year position in Baku. Unfortunately, I will not be able to accompany her during her deployment.
I have seen both good and bad reviews of Baku from an unaccompanied woman's perspective. She is originally from Eastern Europe and so is fairly fluent in Russian as well as English. She is also no stranger to different cultures.
I am just wondering what difficulties (if any) she can expect to experience. Is it ok for a woman to go out alone in Baku?
Any information or advice would be greatly appreciated.
