Moving to Baku

My wife and I are looking at an opportunity to move to BAKU in August. We have lived in Greece, Cyprus, Dubai, Qatar and currently in Poland.
Our main concerns are:-
Does it have a large, expat, English speaking community.
Is it safe
What are the plus and negative points
What should we be concerned about.
How does it compare in cost of living to Middle East
