No Tonic Water? (Baku)

My wife has settled in fine to her new job and has only had to switch apartments once so far (the landlady was, to be kind, "interesting"). This called for a celebration, which for my wife, means a nice gin and tonic made with the Uncle Val's gin we carefully packed and carried from Kansas. Imagine her anguish when she was told that there is no tonic water to be had in Baku.

Surely with all of the British expats around this cannot be true? Or do they all make "tonic runs" back to the homeland, returning with bags stuffed full of Schweppes?
