Reasonable Tours of Baku

Hello,
I haven't had much luck finding any reasonable guided tours of the city. Several of the reviews on other boards have been negative about the hop-on, hop-off bus tours, and I haven't had much luck finding decent tour websites. Can anyone provide a suggestion or two?
