Ask for norway people (Bali)

Hi iam angela. I have a norway friend, who live in bali almost year now. He is from norway. He lost his wallet,money,and card bank. And all complicated about place for stay issues. I dont know what really happened with him but he now live abandoned in kuta. I cant help him coz i dont live in bali this time. I wasnt believe his story but he swear he dont lie. So i have a question how can help him to go back to norway? Coz he told me the embassy wont help him please if someone can give me a clue or something to do.
