NIE nightmare! (Barcelona)

Just popped along to Balmes Protected content pick up a NIE today, as you do, and i was told i needed a bank account with 5,000 euros in it and a private health care policy. When did all this happen??
Firstly, i am a european citizen with a full time job, so why aren`t i entitled to sanitas, and secondly, who in their right mind would dump 5 grand of their hard earned cash in a spanish bank right now?
And how does persecuting me help their crisis?
