Skipper/sailor needs info and help -An update. (Barcelona)

Posted a long note here a couple of year ago about how difficult it had been to get permission to rent a sailing yacht without a license even though I am a 30 year skipper with Protected content of ocean skipper hours around the world in virtually every model of production yacht made up to and over 80 feet. I spent two years here being told I couldn’t sail without a Spanish license and for a lifetime sailor who lives and breaths the sea, it was pretty tough...hold it, I have a sailing date just now, skippering a 52’ to Sitges, so I’m going to have to finish this tail of being blocked later.
