STEALING BICYCLES IN BARCELONA (Barcelona)

In 2 months my daughter has had 2 of her bicýles stolen in Barcelona.
They were foldable and one of them was electric operated.They stole the last one today in a very busy location even though it wss locked.
Does anyone know how to keep bicycles safe?It looks like even alarms look useless.
I would appreciate your input.
