Bringing car from Europe to China (?) (Beijing)

Hello, I have a friend coming to live to Beijing asking if he can bring his car (diesel) from Europe to China, he has diplomat plate...Does anyone know about it? Can he? is it recommendable? Is there diesel here?...I am not familiar with this at all, and would appreciate your comments and suggestions....thanks again!
