Changes to odd day - even day car policy (Beijing)

I have heard that according to the official news:

1. From Aug. 28th – Sep. 20th, there will be no odd & even plate restrictions OUTSIDE the 5th Ring Road. The restrictions will still take effect WITHIN the 5th Ring Road (including the Ring Road), Airport Expressway, Badaling Expressway (Shang Qing Qiao to Xi Guan Huan Dao), Jingcheng Expressway(Lai Guang Ying Qiao to Bai Ma Nan Qiao).

2. From Aug. 28th, the Traffic Lanes Special for Olympics will be open to all cars.

Can anyone confirm that this is correct?
