Horrible post! Need advice (Beijing)

Hi guys.
So I need to receive a birth certificate urgently from the uk. But so far all attempts to mail them to me have failed.
My address seems to be ok as I can receive local online shopping.
Is it possible to have government documents sent to the british embassy for collection?
Any ideas on how to send mail from England and avoid china post?
