Financial specialist (2 person-months). The specialist will be responsible for assessing the cost implications of various alternatives proposed by the team in setting up an energy management training (EMT) program in Shandong, working with the assistance of other team members to design and develop the training materials of energy efficiency project financial analysis and evaluation. A financing plan for EMT establishment and operation will also be prepared as part of the deliverables.
Institutional design specialist (4 person-months). The specialist should (i)
have 5 years of working experience in designing and/or managing institutional set ups, including restructuring, or reforming and knowledge of, organizational regulatory frameworks; and (ii) be fluent in English and able to communicate effectively with the SFD and SEITC.
Energy conservation specialist (4 person-months). The specialist shall have
an engineering background and at least 10 years experience in designing and implementing industrial energy efficiency improvements. The main responsibility of the consultant will be to provide technical guidance with respect to energy efficiency technologies that are most suitable to Shandong’s industry sector. The expert should be well versed in energy efficiency technologies that are available both in the national and international market place.
Education specialist (6 person-months). The specialist should have at least
10 years of experience in the PRC’s education system with technical awareness of energy efficiency and emission reduction matters. University affiliation in relevant subject matter would be viewed favorably.
Energy manager specialists (two, 5 person-months each). The specialists
should be mechanical or electrical engineers and either trained in EMT or have worked for 5 years or more in the energy efficiency field.
Training and facilitation specialist (4 person-months). The specialist should
be a mechanical or electrical engineer with knowledge of industry sector energy efficiency and emission reduction issues and will have more than 5 years of experience in providing training and facilitating workshops. The specialist will be responsible for delivering the train-the-trainer session in consultation with the national education specialist and will facilitate all workshops and training sessions that are identified in the TA implementation process.
Survey team. The survey team shall be familiar with the selected industries in Shandong, including their development trend, current production, sales and technologies used, and current pattern of energy consumption. The team should be experienced in conducting such energy efficiency and emission reduction surveys and analysis for at least five industries over the past 5 years.
The specialists must be fluent in English.
