Lebanon Residency Permit? (Beirut)

Hello everyone, I recently received a fellowship through the Ashoka Foundation. In order to receive my stipend payments I have to have a bank account in Lebanon. In order to have a bank account in Lebanon I have to have residency.

Does anyone know anything about this process? And more specifically:

1. How much it costs?
2. How long it takes?
3. Where I can apply (I am not presently in Lebanon, so I am wondering if i can do it at a Lebanese Embassy or online).
