Query regarding International school of bergen (Bergen)

Hi,
I moved to Bergen a month back. My family will join me in August. My daughter is 5+ years old. I sent an inquiry in ISOB. They are saying I have to bear a cost of 163K NOK per anumn for kindergarten.
I am not sure. I heard education is free here in Norway.
Do any of you have any idea? Please let me know.
