4-72 Colombia Steals Packages sent from US? (Bogotá)

All, has anyone ever held the Colombian postal service Protected content Customs Exchange office accountable for the consistent loss of packages from US.... ? It appears that there is something severely wrong here.....

1. You send a package from the US it ends up at the Colombian Immigration Exchange Office C, then disappears without a trace when handed over to the incompetent Protected content

2. What are citizens rights here?
