Best Colombian City for Semana Santa (Bogotá)

Hi,

My husband and I are headed to Colombia to learn Spanish and to check out which city we want to someday live in. We happen to be traveling there during Semana Santa and were wondering which city among Cartagena, Medellin, and Bogota would be great to be visiting during that time.

While we don't want to have to battle crowds of extra tourists, we also don't want to be somewhere in which the city is completely dead and devoid of activity. We'd rather experience a festive than a somber mood.

Any advice?
