Cars and licenses (Bogotá)

Apologies if this repeats any previous related threads but I am keen to know the requirements for buying / running a car in Bogota. Specifically:

What is required / advised in terms of insurance?
What paperwork / documentation is required (i.e. to register the car in your name), and where / how this can be done?
Driving license requirements. Can I drive legally with an EU license? Any additional requirements which I need to be legal?
