Cédula de Extranjería (Bogotá)

Has anybody who recently processed their work visa and corresponding cédula been informed by their immigration attorneys or others that there is a problem with a batch of cédulas which were allegedly caught up in a change of processing system? My passport was stamped with the cédula on 10th May and to date I have not received the card. My immigration attorneys are concoting all sorts of excuses, so I've decided to do my own research.
