Colombian Resident Visa (Bogotá)

Hey Everyone! My Dad just moved to Colombia and will be staying with me for quite some time. I need to look into getting him a resident visa and have no clue how to go about it. I have a triple citizenship so this is not a problem for me. Anybody have any ideas?? Also, I need to know what activities are out there for him. He is 79, very active and British so he really wants to get out there and socialize with expats.
