Lost (stolen?) package (Bogotá)

Hi all,

My dad sent a package from the States about 3 weeks ago, and I still haven't received it. Even worse, according to the tracker it "left customs" in Bogota over a week ago. I'm assuming it's been stolen but thought I'd check here for advice. Does anyone know of a main post office or customs office where I could inquire about it? Are lost/stolen packages a frequent problem here?
