Reliable place to adopt a pet? (Bogotá)

Hi All!
Anyone know some reliable groups for adopting a pet (probably a smaller dog). In the US I know the good adoption and foster groups (animals are healthy, they can tell you a bit about their temperament, etc) but there are so many here that I'm not sure where to start.
