rights and responsibilities as renter (Bogotá)

I am renting my condo. One year ago (February 26, Protected content reported that the front door needed maintenance. The owners ignored me, as they usually do. The door is now so damaged that I cannot close it. Not only can I not lock my door from the outside, I cannot close it "with a click". So any gust of wind during the day will open my front door wide open. This is obviously not safe! Still, the owners ignore me and say maybe I should just take care of the problem myself.

So, my questions are 1) if I assume the role of maintenance manager, can I bill (or discount from the rent) a fee for my time and service? Protected content I obligated to get the best ( or even reasonable) price for the job? Since I know absolutely nothing about construction, am a female, and am a foreigner with a gringo accent, I am pretty sure that I will get taken advantage of. Can I be sure that I can discount whatever price I have to pay, however bad, from my rent bill?

Any advice?
