Doctor visits in Bratislava

I went to a doctor named Tibor Hlavaty today because I was told he speaks English. I was also told that doctors don't charge money for visits. However, today he charged me 30 Euro for a visitation, then offered 50% off because I had to wait for him for an hour after he neglected my appointment. All I did was renew my prescriptions from back home and he signed a few new ones.

Is it normal for doctors to charge? Who doesn't charge and speaks English?
