Success learning dutch? (Breda)

Hello,
I'm new and live in Roosendaal. I've been trying to learn Dutch on my own but am finding that I think I would do better in a class. Are there free Dutch classes in the area of Breda or Roosendaal, or anywhere in the North Brabant region?
Can anyone tell me how long it takes, on average, to learn dutch on your own and if anyone has any pointers?
I currently use duolingo and another phone app and Youtube quite often but feel like I'm not getting anywhere.
Any advice helps.
