Car Parking and Temporary Road Signalisation (Brussels)

Hi Drivers!
Does anyone knows what is the authority giving information on the temporary signalisation on roads in Brussels by demenagement/works?
I often see signs displaced with where the prohibition starts but no where the prohibition ends? Why there are two equal signs with the same?
The Commune gives permit to someone who pays for demenagement but no clear explanation to us. What is the meaning of the sign looking like ''C'' (I see it as indication of the end of the time and at the end of the date but surely doesn't mean the same)?
