European Commission's Library (Brussels)

Hello Dear All,
I am new Brussels, so if you help me in two issues I would be glad.
First, do you know what are the working hours of the EU Commission's library (for public)? I tried to find on internet but I couldnt find.
And, as a second issue, which Italian course would you recommend? (I live in Merode) or do you know any conversation club for Italian language?
