landlord responsible for damage in a flood? (Brussels)

Dear all,
Does someone having experience know whether it is the landlord or tenant responsibility if the basement in an apartment building floods due to rain who is responsible for repairs. My basement flooded and my new washing machine had to be repaired after being submerged a few centimeters in water. Landlord says it is not his responsibility for repairs. Seems odd to me.
