Procedure to take Belgium Mobile number? (Brussels)

I am from India and I will be in Brussels in August. I would like to know the best telecom company in Belgium which offer cheap plans including internet. Please also tell me the procedure to take the Belgium mobile number i.e. what kind of documents do I need to submit and in how many days I will get my number? My preference would be prepaid number.
