Where to live - Bornem / Antwerp /Brussels ?

My husband is up for a job in Bornem. We would be moving from India. I have never been to Brussels and would love any information available! We have 2 young children under the age of 4, and we will not have a car. We'd need a 1 bedroom apartment in a safe area.
Also, I want my kids to get into some good public school preferably French if not English.
Also, I might get a job in Brussels in few months since I am also an IT professional like my husband.

So I am little confused as to where should we take up any apartment , so that all are needs gets fulfilled. Should we stay in Bornem, or should we stay in Antwerp or in Brussels.

Does anyone have suggestions of areas to look?
