Why is it so complicated to find a job in BE? (Brussels)

Hi guys! Hope you're all doing well. I wanted to ask you why is it so difficult to find a career path here in Belgium. I'm Argentinean and decided to move to Belgium with my Belgian partner, and it's been a month and a half since I'm applying for different job postings but every time I get a straight answer saying "after careful consideration, we regret to say you're not the right match for this job", even though I had all the requirements (and sometimes more!).

I graduated a month ago in Management and have 3.9 years of experience in HR and Procurement in multinational organizations, speak English, French and Spanish, and I have a working permit. However I haven't been able to get not even a phone interview, so after a while I began to wonder what's the problem... If you could advise me about things I should consider, I'd appreciate that!
