Advice on how to create your own site (Bucharest)

Dear all,

I am looking for somebody who can advise me and even help me create my own site- including maintance and updating.
I know there are a lot of tricks that I need to consider - I have also done my google reasearch but I think I need a more specialized helping hand.

Any ideas, suggestions and experiences are welcome.
