Cars in Bucharest

Hello. Am looking for some information about cars:
1) Apart from fuel what else do you need to consider when budgeting car expenses (like tax, insurance etc)
2) if I am only there for a year and will not be driving to work, then is it worth getting a car that I will use on weekends or better to just rent on weekends that I need?
3) Is there some sort of a leasing place where I can lease a car for a year?

I basically need it on weekends to drive around..
