Credit Card Issue with Hungarian Banks (Budapest)

Hi,
I have been in Budapest since last year, and now somehow I needed a Credit card (for rent a car etc out of Hungary) but I came to know that I can not get a credit card from a Hungarian bank since I dont have a Hungarian ID, (I only have residence card) did any one of you experienced same issue? or found any solution?
would be a great help if you could suggest any solution
