Hungarian Drivers License for nonEU citizen (Budapest)

Does anyone know the process for getting a Hungarian Driver's license if you are a nonEU citizen. I moved from the the US almost 1 year ago and my US driver's license is only valid for 1 year. The information I have found online is confusing. Although I read on two different sites that you should go to your local district (I am living in Debrecen), I was told by the local administrator to go to Budapest. Has anyone gone through this process? Does anyone know where to go?
