BCA policy (Cairo)

Does anyone know BCA membership policy?

What is BCA membership policy for
1) Egyptian citizens
2) Egyptian citizens who are married to American citizens
3) Egyptian citizens who are married to British citizens
4) Other middle eastern citizens (Lebanese, Jordanian, Syrians)

I feel they are hiding this information on purpose and depending on their policy it could be against the law.
